What makes a good AI strategy consultant?

A good AI strategy ends with fewer projects than it started with. Most companies arrive with a long list of ideas collected from every department, and the consultant's real job is to cut that list down to the few that have usable data and a named owner behind them. So ask for an example of a use case a firm advised a client to drop, and why. If every idea on the client's list survived the engagement, the firm was selling, and whatever it called the exercise, it wasn't strategy.

The second test is cost. A board can approve or reject a plan that prices each stage: model usage, cloud infrastructure, monitoring, the human review that most AI systems still need, and maintenance after launch. That total cost of ownership (TCO) is the number finance will hold the program to. Plenty of strategy decks skip it and describe value in percentages. Then the first real invoice arrives during the build, after the decision has already been made.

Third, look at who wrote the advice. Some firms on this page sell strategy as a standalone product; others treat it as the opening phase of a larger delivery contract. Neither model is wrong.

A firm that builds what it recommends tends to give more realistic feasibility calls, while an advisory-only firm has less reason to steer you toward its own engineers. Just know which one you are hiring before you read the roadmap.

How was this list of AI strategy consultants compiled?

The list was built for the person who has to defend an AI budget to a board. We looked for firms that sell a defined strategy engagement, then checked each one's facts against LinkedIn, Crunchbase, company filings, Built In, and Clutch. Where those sources disagreed (RTS Labs' founding year is one example), the profile says so. Ownership got particular attention, because it has changed at about a third of these firms since 2021. Artefact went to Cinven, Elder Research to ManTech, Addepto to KMS Technology, and Thoughtworks to Apax, while Fractal and Fusemachines became public companies.

Ratings weigh five things: depth of strategy and change work, the method used to rank use cases, governance and regulatory coverage, breadth of industry experience, and whether the firm can deliver what it recommends. QuantumBlack and Fractal rate highest because each wins on two of those. QuantumBlack brings board access and change management; Fractal brings 25 years of AI delivery across consumer and financial clients. Tensorway comes third. Its time-boxed, costed roadmap and its audit of underperforming AI are strong, but it can't match the two leaders on organizational change for a very large workforce.

Size didn't earn points on its own. BCG X, Deloitte, and Accenture have the deepest benches here, yet their fees and minimum program sizes put them out of reach for most mid-market buyers, and their advice usually leads into their own delivery work. That link is disclosed for every firm on the page, small or large. No firm paid to be listed or ranked.

What should an AI strategy engagement deliver?

At minimum: a short list of use cases with the data each one needs, a comparison against how the work is done today, the running cost at expected volume, and a build order with a cost per stage and a named internal owner. The most useful roadmaps also include a list of ideas that were dropped, with the reason for each. A slide deck of opportunities without costs or owners is a starting point. It isn't a strategy.

How long does an AI strategy take?

A focused engagement covering one business area usually runs three to six weeks. Strategy across several units or countries takes a few months. If a proposal has no end date, ask what you will hold in your hands at week six.

Should the firm that writes the strategy also build it?

It can work well. Engineers who will have to build a plan tend to be realistic about data and effort, and you avoid briefing a second vendor. The risk is a roadmap that favors projects the firm can staff. Ask whether another vendor could implement the plan as written, and keep the build as a separate decision with its own contract.

Do we need EU AI Act advice as part of the strategy?

If you operate in or sell into the European Union (EU), yes. The EU AI Act treats some uses as high-risk, for example recruitment screening, individual credit scoring, and pricing for life and health insurance, and those carry documentation and oversight duties. A strategy should classify every candidate use case before it is funded. Deloitte, Sia Partners, ML6, DAIN Studios, Artefact, and Tensorway all list this work.

Is a big strategy house worth the fee for a mid-size company?

Usually not for a first roadmap. McKinsey, BCG, Deloitte, and Accenture earn their fees on company-wide change across thousands of staff and many countries. A mid-size company choosing its first few use cases will get a faster, cheaper answer from a smaller firm, and it can bring in a larger one later if the program grows.
